competency testing requirements for secondary students; and

	"(c)  In addition to the examination required under                          
(a) of this section, a governing board shall require that                      
pupils be measured against state performance standards in                      
the areas of reading, English, and mathematics at the grade                    
levels determined by the state Board of Education.  The                        
department shall provide sample examinations that would                        
measure a pupil's progress toward the competence tested in                     
the examination required under (a) of this section.  A district                
shall use the sample examinations or other measures                            
determined by the department to be comparable and shall be                     
responsible for scoring and reporting results.  Each district                  
shall report its results in its annual report card to the public               
required under AS14.03.120(e) and submit results annually                      
to the department.                                                             
	(d)  A pupil who fails to demonstrate proficiency on                         
district measures required under (c) of this section shall                     
receive remedial instruction in the areas tested.  A district                  
shall develop intervention plans to assist pupils who require                  
remedial instruction."                                                         
                                                                               
Senator Adams moved for the adoption of Amendment No. 1.                       
Senator Wilken objected.
